About 2000 years ago the city of Carthage in Northern Afirca was a major trade empire. They used to say the streest of Carthage were paved with gold. Eventually the Carthaginians got into a war with the Roman empire and was toppled after years and years of battle. Out of this war (known as the Phoenician War) came the term Carthaginian Peace: 1. "The state of peace achieve through total annihilation of your enemy". 2. "The state of peace achieved through a constant state of war."

Sure, the bush administration is bringing peace to the Middle East...Carthaginian Peace!
